How Did Ancient Humans Invent Kings?

A team of researchers has spent years examining how and why human societies first invented kings, and their findings challenge the long-held assumption that hierarchy was an inevitable consequence of civilization. In their 2021 book on the deep history of human society, anthropologist David Graeber and archaeologist David Wengrow combed through decades of evidence and concluded that kingship was not a one-way ratchet. Instead, societies tested forms of leadership and abandoned them, sometimes for millennia, before the institution of monarchy finally took hold. The pair argue that civilization appeared in several places long before kings did, and that kingship was one experiment among many.

The story begins at Göbekli Tepe in southeastern Turkey, a site excavated by German archaeologist Klaus Schmidt starting in 1994. There, hunter-gatherers carved massive T-shaped limestone pillars, some over five meters tall and weighing up to ten tons, using only stone tools. Radiocarbon dating places construction at roughly 9,600 BC, thousands of years before farming was established in the region and about 6,000 years before Stonehenge. Organizing hundreds of people to quarry, carve, and haul such stones required real coordination and authority.

Yet archaeologists have found no palace, no throne room, and no ruler’s burial at Göbekli Tepe. Instead, hunter-gatherer bands appear to have gathered seasonally, feasted, built, and then deliberately buried their finished work under rubble before starting the next ring nearby. Authority existed, but it did not stay attached to one person. By around 4,000 BC, communities in southern Mesopotamia had done what Göbekli Tepe’s builders never did: they stayed put.

Villages swelled into towns, and towns like Uruk grew into genuine cities with tens of thousands of residents. The entity running early Uruk was not a king but a temple administration. Priest administrators tracked grain and wool using clay tokens, and soon one of the earliest writing systems on Earth, proto-cuneiform tallies that functioned like spreadsheets pressed into wet mud. This system was built for logistics, not conquest.

The word that would later come to mean king in Sumerian, “lugal,” did not yet exist as a political office; it simply meant “big man. ” What turned a big man into a king, according to anthropologist Robert Carneiro, was geography. In a 1970 paper published in the journal Science, Carneiro argued that when fertile land is boxed in by desert, mountains, or sea, the losers of conflict cannot simply move elsewhere. He called this “circumscription.

” In river valleys like the Nile, the Indus, and southern Mesopotamia, competition over limited irrigated farmland intensified, and communities had no escape route. The pressure demanded a new kind of leader: not a temple bookkeeper, but a war leader whose power did not evaporate when the harvest came in. The transition is hard to observe directly because the Mesopotamians buried it under myth. The Sumerian King List, composed centuries later, claims kingship descended from heaven after a great flood and credits early rulers with reigns lasting tens of thousands of years.

Historians read this as propaganda, an origin story engineered to make a new and human institution look eternal and unavoidable. The first king on the list whom archaeologists can place in the real world appears in inscriptions from roughly 2700 BC. By then, defensive walls were going up around Uruk, walls remembered in the epic of Gilgamesh as nearly six miles around. Walls mean an ongoing threat, and an ongoing threat means a standing need for defense, which meant the temporary war leader never got sent home.

According to the archaeological record, it was the wall, not the temple, that built the first throne. Kingship, once it existed, needed a story to justify itself. For roughly five centuries, Mesopotamian kings ruled as powerful men but not as gods. That changed with Naram-Sin of Akkad, who took the throne around 2254 BC.

To hold together southern city-states that resented Akkadian rule and answered to their own local gods, Naram-Sin did something no ruler before him had dared. According to inscriptions from his reign, the citizens of his own capital formally voted to deify him, and his name began to be written with the symbol usually reserved for gods. It did not last. The Akkadian Empire unraveled within a few generations amid invasion, famine, and rebellion so severe that later scribes remembered it as a divine curse.

Divine kingship was quietly dropped for over a century before a king named Shulgi picked it back up around 2094 BC and rebuilt it more carefully for the wider Sumerian world. About 800 miles away, completely independently, the same institution was being invented from scratch. Around 3100 BC, a ruler remembered as Narmer united Upper and Lower Egypt, an event recorded on a carved slate tablet that shows him wearing the combined crowns of both regions. His successors were buried at Abydos in tombs that grew more elaborate with each generation, a sign that kingship was already powerful enough to command staggering amounts of labor.

Egyptian kingship took a different path from Mesopotamia’s. The pharaoh was framed from very early on as the living embodiment of the god Horus, and later as the son of the sun god Ra, not a man who clawed his way into divinity but a god who happened to be born in a human body. Monumental architecture followed almost immediately, culminating in the pyramids. The same pattern emerged on continents with no contact with Mesopotamia or Egypt.

Archaeologist Patrick Vinton Kirch has argued that Hawaiian chiefdoms crossed the threshold into full divine kingship before Captain Cook arrived in 1778. Among the Natchez of the lower Mississippi, French observers described a ruler called the Great Sun whose authority carried the power of life and death but only within sight of his temple mound; walk a few miles away, and his power stopped working. Among the Nambiquara of South America, anthropologists recorded chiefs who ruled with real authority during the dry season and reverted to persuasion only when the rains came and villages scattered. Whole cities appear to have rejected kingship even at enormous scale.

Archaeologists have found no palace, no royal tomb, and no obvious ruler’s residence at Mohenjo-daro, the largest city of the Indus Valley Civilization, a metropolis of tens of thousands that, as far as evidence shows, never had a king at all. Teotihuacan in central Mexico, with perhaps 100,000 residents at its peak, had strikingly uniform high-quality housing and no palace complex belonging to a single ruler. The answer to how ancient humans invented kings is that they did so in layers over roughly 7,000 years, one crisis at a time. First, hunter-gatherers proved at Göbekli Tepe that hundreds of people could organize around a shared purpose without anyone staying in charge longer than the work required.

Once farming allowed permanent settlement, that temporary organizing hardened into permanent bureaucracy, a temple keeping the books. Then geography trapped rival communities in the same shrinking floodplain and forced the losers of conflict to submit rather than walk away. Walls went up, threats stayed constant, and the temporary war leader stopped being sent home. Finally, to defend that leader’s power against people who did not fully believe in it, societies reached for divinity itself.

Graeber and Wengrow’s research suggests that giving a dense population a hard geographic boundary, an external threat, and sustained pressure makes the emergence of something resembling a king look like a predictable outcome. What was never inevitable was whether that king would manage to stay. The difference between a temporary organizer on a ridge in Turkey and every king who came after was not ambition or cruelty or intelligence.

It was whether the people standing around him agreed, generation after generation, to keep obeying once the original reason for obedience had disappeared.
